Transitioning at Pace from Investment to Operational Capability: Responding to the UK Defence Investment Plan

The UK Defence Investment Plan sets out a clear ambition for a more integrated, technology-enabled and operationally ready force. In our latest article, Stephen Jefferies considers what successful delivery will require in practice - highlighting the "Magnificent 7" enablers of DIP delivery.

Whatever way you might look at it, the publication of the Defence Investment Plan (DIP) marks a key step in the transformation of Defence meeting emergent and growing threats to the UK.

Backed by £298 billion over the next four years, it represents a cohesive plan for the whole ecosystem to get behind. 

However, the plan’s greater significance lies in the shape of the force it seeks to create, and the speed at which it seeks to do so. The truth being, we have neither the money nor the time to respond to these emergent and growing threats the way we have in the past, with smaller numbers of exquisite, crewed platforms.

The sheer mass of cheap one-way effectors in the hands of our opponents, means such a conventional force could be quickly swamped with significant cost in terms of loss of combat mass and human lives.

The DIP recognises that quantity has a quality all of its own and addresses this through enhanced integration across all domains, better asset and data fusion, spiral development to adopt emerging technology quicker, enhanced CONOPS and CONEMP allowing full exploitation of this emerging technology at extreme pace.

A More Integrated Model of Defence Capability

The Digital Targeting Web (DTW) will connect sensors, decision-makers and effectors across the Integrated Force. Beneath it, the Digital Backbone is intended to replace fragmented services and networks with a more coherent enterprise platform, supporting faster decisions and integration across operational domains. The plan allocates £7.5 billion to these two areas over the next four years, with at least £17 billion of further investment planned between 2030 and 2035. 

That direction recognises that the value of any individual asset increasingly depends on its ability to operate as part of a wider system. Any impressive ability in isolation being largely irrelevant in terms of operational value.

Leveraging AI and Autonomy to Deliver at Extreme Pace

The investment in AI, autonomous technology and uncrewed systems is among the plan’s most visible commitments.

More than £5 billion is being directed towards autonomous systems over four years, spanning maritime, land and air capability. AI as a strategic necessity and establishes rapid-delivery mechanisms intended to bring together military practitioners, scientists, technicians and industry around defined operational problems. 

The advantages of pace that AI and ML bring will clearly need to be brought not just into the speed of information processing and dissemination, but also the business processes used by the defence ecosystem to deliver these hybrid systems of systems into operational status.

The “Magnificent 7” Enablers to DIP Delivery

Data and asset fusion – Practically every node becomes an ISTAR asset, with an example being the recent launch of SW allowing SW-defined radios to act as a distributed EW / UxV sensing net.

Comms & CEMA – SW defined radios act as web access points for vox and data, MANET networks allow the rapid set-up, deployment and self-healing needed for fast moving attritable assets in a combat zone. Use of acoustic and optical spectra allows data transmission through below water domains, meaning underwater assets can be connected and fused more safely. Integration of AI and ML into CEMA allows EW to operate at the speed of electrons, not humans, outpacing our opponents.

PNT – Integration of redundant dissimilar PNT systems into vehicles and ecosystem layers provide the resistance to GPS and RF jamming needed to survive today.

Edge processing – Essential to minimise bandwidth requirements and latency under this approach to data and asset fusion, achieved through integration of AI/ ML etc, into / onto assets.

Cloud / Gateways – Pooling sensitive data away from the battlefield and not on UxVs and other assets liable to capture. Connectivity management, linking dissimilar networks and those of different security levels, managing communications priorities in cases of degraded bandwidth. Data Centric Security will simplify and add speed to networks.

Cyber Security & Information assurance – Implementing Secure By Design principles driven by security cannot therefore be treated as an additional workstream. Cyber is a new battlefield and all systems need effective defences designed in from day 1.

Power and platform management – As UxVs outnumber crewed assets, new approaches to power and platform management will be required:

For power management it is likely we will see an increase in the use of electric and hybrid powertrains for reasons of stealth, packaging, and integration of low latency electronic interfaces to achieve the optimal resolution of control of the asset.

For platform management it is about mitigating the reduced condition monitoring possible when there are no crew to hear unusual noises, spot smoke, or detect intruders. Integrating platform management into larger slower UxVs will resolve this. 

Sovereign Capability Is Critical

The world has changed and traditional allies are no longer reliable, so the plan’s emphasis on British industry, innovation and skills is as significant as it is pragmatic.

In seeking to strengthen UK supply chains, it increases opportunities for SMEs with an additional £2.5 billion of direct spending for them by 2028 and a defence skills package intended to expand engineering, digital and advanced-manufacturing talent. 

SMEs providing UK Sovereign SQEP and outsourcing capabilities are now well-placed to support those SMEs or Start-Ups seeking to scale in the UK.

The DIP represents an ambitious and coherent direction for the future of UK capability.

Its individual priorities are substantial: digital integration, autonomy, AI, cyber resilience, sovereign technology, industrial capacity, procurement reform and readiness.

Yet the success of the programme will depend greatly on how effectively they are connected.

The next stage will be about converting that intent into operational effect while technology, threats and requirements continue to evolve.
